Standing Orders
Standing Orders are the formal rules and procedures that govern the operation of the Council and the conduct of its meetings. They provide a structured framework to ensure that meetings are conducted in an orderly, transparent, and consistent manner, supporting fair decision-making and accountability. Standing Orders cover a wide range of areas, including:
- Meeting Procedures: How and when meetings are convened, notice requirements, agendas, and the order of business.
- Participation and Debate: Rules for Councillors’ contributions, including both elected and co-opted Councillors, ensuring all voices are heard and discussions remain respectful and relevant.
- Decision-Making: Guidance on voting procedures, recording decisions, and ensuring decisions are properly implemented and accessible to the public.
- Committees and Sub-Groups: Procedures for forming committees, delegating responsibilities, and reporting back to the full Council.
- Transparency and Accountability: Ensuring meetings are open where required, decisions are recorded accurately, and the Council operates in line with legal and ethical standards.
- Amendments and Exceptions: How Standing Orders can be suspended or amended in specific circumstances to allow flexibility while maintaining governance standards.
Standing Orders are essential to the effective functioning of the Council. They help elected and co-opted Councillors carry out their duties efficiently, maintain public trust, and ensure that all Council business is conducted fairly and in the best interests of the community.
